Rapid Zoning By-law Amendments Update - City of Winnipeg

The Planning, Property, and Development (PP&D) department is set to implement several updates to the zoning bylaws over the next few years. The second phase of these updates will involve rapid amendments to the Winnipeg and Downtown Zoning By-laws.
The City Council approved these bylaw amendments on July 18, 2024. The amendments are designed to accelerate housing construction and increase housing density in existing neighborhoods. This will facilitate the development of various housing types, including infill projects. Specifically, the changes will permit single-family detached dwellings, two-family dwellings or two-family semi-detached dwellings, and multi-family dwellings with up to three units within Mature Communities.
Additional changes include:
- Allowance for detached secondary suites in Established Neighbourhoods.
- Reduced parking requirements for affordable housing, multi-family housing in Mature Communities, and developments along portions of Portage Ave. and Pembina Hwy.
- Expanded options for outdoor patios throughout the city.
- Simplified permissions for public washrooms downtown.
These changes will continue to streamline development processes and create a more adaptable urban landscape for new residential dwelling units. They are in line with the City Council's directives and the Strategic Priorities Action Plan.
